Mr Phillips is a war correspondent who makes a one-time appearance in the Season 2 episode of M*A*S*H titled "The Incubator". The part of Phillips was played by Jerry Harper who earlier played an unnamed sergeant in Love Story (Season 1).

During the episode, Phillips only has a brief line during the press conference in Pusan chaired by Major General Maynard Mitchell. He is the second to ask a question and he wants to know whether there is any information about "the rumored peace talks". Mitchell takes the opportunity to warn the gathering that "irresponsible leaks in this area may lead this war to a premature peace." He tries to ask another question later but finds himself forestalled because Hawkeye has monopolised the session to ask about why MASH units did not receive incubators.
